Journal Registration: Your Path to SEIPID & ALIF Index
Journal registration in SEIPID is a structured and controlled process designed to verify journal legitimacy, ensure metadata integrity, and regulate access to SEIPID identifier services. Every journal must first undergo registration and evaluation within the ALIF framework — our integrity-led evaluation system.
The key principle: A journal must earn its status through evaluation. Based on its quality, it may be approved as either ALIF Pre-Index (minimum compliance) or directly as ALIF Index L1 (emerging excellence). Both statuses make the journal eligible for SEIPID services.
Journal Submission for ALIF Index Evaluation
After receiving access to the SEIPID portal, the journal publisher or manager submits a structured registration form containing core journal metadata: title, abbreviation, publisher information, scope, editorial board, publication frequency, and verifiable operational details.
This submission is for ALIF Index evaluation — not just registration. Your journal will be assessed against our integrity criteria.

Internal Review & Identity Validation
Submitted journals enter a manual review conducted by Xpertno Research Center (XRC) dedicated reviewer team. This stage verifies:

Evaluation Decision: Two Possible Outcomes
Based on the review, your journal will receive one of the following outcomes:
Outcome A: ALIF Pre-Index
Your journal meets minimum compliance standards.
- ✓ Eligible for SEIPID service
- ✓ Can apply for L1 evaluation
- ✓ Listed in Pre-Index directory
Outcome B: ALIF Index L1
Your journal meets higher criteria directly.
- ✓ Eligible for SEIPID service
- ✓ Can apply for L2 evaluation
- ✓ Basic indexing visibility
- ✓ Citation tracking enabled
Outcome C: Not Approved — If your journal doesn't meet minimum standards, you'll receive detailed feedback on improvements needed. You may reapply after addressing the issues.
All evaluations are FREE. There is no fee for ALIF Index assessment at any stage.
SEIPID Generation (Minimal Cost Service)
Once your journal is approved as either ALIF Pre-Index OR ALIF Index L1 (or higher), you become eligible to generate persistent identifiers (SEIPIDs) for your articles.

- Minimal-cost persistent identifier service (similar to DOI but more affordable)
- Choose from our subscription plans based on your publication volume
- Free quota available for emerging journals (see plans for details)
- SEIPID generation requires compliant article-level metadata submission
Metadata submission includes: Article title, authors, affiliations, volume, issue, page numbers, publication date, and optional fields (abstracts, keywords, funding data, X-PEN author IDs).
All identifier issuance occurs under monitored review to ensure metadata accuracy and consistency. SEIPID assignment may be limited or paused if repeated non-compliance occurs.
The Path to Higher ALIF Tiers (L1 → L2 → L3)
Your journal's journey doesn't end at initial approval. You can progress through higher tiers:

- All applications are FREE — we only charge for SEIPID generation
- Higher tiers unlock greater visibility, citation tracking, and recognition
- Journals can apply when they're ready — no automatic upgrades
Reapplication After Rejection
If your journal is not approved at any stage, you'll receive detailed feedback explaining what needs improvement and guidance on how to meet the criteria.
Stage 1 (Pre-Index) Rejection
No waiting period
You may reapply as soon as you've made the necessary improvements.
Our team will review your revised submission promptly.
Higher Tiers (L1, L2, L3) Rejection
Waiting period applies
Reapplications for L1, L2, or L3 tiers are subject to a waiting period
of 6 months to 3 years, depending on the reasons for rejection
and the extent of improvements required. This ensures journals have adequate
time to demonstrate sustained quality improvements.
The waiting period for higher tiers will be communicated in your rejection feedback, along with specific guidance on what improvements are needed before reapplying.
