Governance & Operational Oversight
The SEIPID persistent identifier infrastructure is governed and operated by Xpertno Research Center (SMC-Private) Limited as part of its institutional mandate to support long-term scholarly identification and digital continuity across research ecosystems.
Strategic oversight and administrative responsibility for the SEIPID system are maintained under the Center’s internal governance framework, ensuring operational continuity, infrastructure stability, and adherence to registry policies.
Day-to-day management of SEIPID registry operations, metadata services, and resolver infrastructure is conducted under the supervision of designated system administrators and technical personnel authorised by Xpertno Research Center.
The Center retains responsibility for policy formulation, infrastructure maintenance, and ongoing development of the SEIPID system in alignment with its research accessibility and scholarly infrastructure objectives.

Nasir Razzaq (Raja Nasir)
Nasir Razzaq is the founder and lead architect of the SEIPID infrastructure. He serves as Director of the SEIPID System and oversees the strategic development, registry governance, and operational management of the persistent identifier infrastructure under Xpertno Research Center. He is an author and interdisciplinary researcher, and a PhD Scholar in Linguistics, with professional experience in scholarly publishing workflows, digital research infrastructure, and academic training.
He has been involved in the design and coordination of multiple research-focused digital platforms, including persistent identifier and scholarly identity systems developed within the Expert Novice Group ecosystem.
